If you have a low UV, does that mean when crafting, you cannot get a higher UV of the same type? Say you have ASI low on a weapon and you transfer it while crafting. Is it impossible to get ASI normal?

Nope

It is possible if you dont transfer UV's (via good luck), but if you do, the UV's you transfer will NOT change.

When you craft there will be

When you craft there will be a box that asks "Transfer UV?"
IF you check that, the UV will automatically go to the next items BUT it also voids your chance to get a new uv on it.
If you dont check the box, you lose your uv and have a 10% chance to get another random one (this is the same % as crafting a new item)

You're second line is a little confusing:

IF you check that, the UV will automatically go to the next items BUT it also voids your chance to get a new uv on it.

should be

IF you check that, the UV will automatically go to the next items BUT it also voids your chance to get a new of THE SAME CATEGORY (shock resist/gremlin damage bonus/CTR/ASI etc) on it

Because it is possible for equipment with 1 UV on it upon crafting to the next level (and preserving UVs) gains another UV, giving a total of 2.

That actually answered my question I had.
Skelly Mask w/Curse Med -> Upgraded+Transfer UVs -> Scary Skelly Mask w/Curse Med and Fire low

That is correct. But if the Skelly Mask already has a Curse Med, it cannot gain another Curse Resist status, regardless of the strength (Low, Med, High, Max etc)
