Dual wield is one of those topic that is controversial as pets. Think about the main issues with dual wield is that it would change the overall string of combo attack and how it would be managed. Having two weapons means different means a different combo and charge attacks. Also how there would have to be restriction on which weapon can be dual wielded (for example it would be very odd to wield weapons of different speeds at the same time or wielding weapons of opposing damages).
Then comes the problem of the shield. Sure solutions have been proposed but they would make the game either more complicate or just look odd. The only good solution i have heard is when it come to two handed weapons in which the weapon makes you put away you shield and changing it back to a single handed weapon draws back out your shield (in short the weapon is very strong but leaves you vulnerable while using it). This would be far to complicated for dual wield in the sense that it may add the use of more buttons
For those who tend to guard less it maybe over powered, for example dual wielding Polaris' or antigua (the dual wielding of polaris would be a nightmare in lock down).
For bombers it can go either way depending on which bomb they use.
In short dual wield is something that is for to complicated, game play changing, in some cases over powered and overall it would be to time consuming to be coded in which more important thing can be coded such as new bosses enemies and gear.

The community has generally decided against the idea of ever dual-wielding anything. If you don't want to believe me, I'm sure others will post here saying the same thing.
