Less random could make it

Less random could make it harder to actually get rare UV's, making them cost more, or even vise versa. So its hard to say weather this will be good or bad for the economy, but as I see it if rarer uvs are cheaper it will hurt the more experienced players since it would be easier to get your own strong uv and no one would want to sell. And if the rarer uvs become more rare, it would increase them, making it too hard for some players to get.

You can, of course,

Skew Punch so that some UVs pop up more frequently than others.
But I'm sure that's what we're trying to avoid here.
