Well...
In certain scenarios, you can have a Heat 10 Levi and wear a set of sword damage increase: medium, and have the Levi have UV of CTD: High. Then that would pretty much own the CVI even if the CVI had the same modifications, even on the undead.

If anything, normal damage should get buffed in general.

Well isnt that the point? CIV is the cheaper alternative for those that cant afford UVs and full sword sets. Plus CIV charge has less knockback, making it easier to use.

Yep that basically proves that CIV sucks.
Also if you take into account the chance of fire, it seems like FoV is better than lev most of the time too.

Don't think I've ever seen a suggestion that was a question...
Levi is fine as is. It's not very powerful, being Normal (All Normal weapons have less damage than other weapons), and CIV is Normal as well as having a static damage bonus.
If you can come up with a reason for one to be buffed/nerfed, your "argument" might make more sense.
