Idk if it is a glich or not, so i thought asking here would be a first goto. Is the arcade suppose to take way 200CR when u go to D8?

YES... regardless of what depth your going to... you always have to pay a fee of 200 cr when you use the Arcade terminals... if you don't want to pay for that... just click the missions tab and press the arcade button :P there you can access depths without a fee

I don't know the exact reason it was put into place, but it's not a big problem. If you are too poor to afford it, you probably have more important problems to solve. And you can remove this fee on a per-gate basis by running lower tiers.

Basically unless you did the previous tier of a gate, you are charged 200Cr for joining T2, and 600 for T3.
This was to force higher tier players to play with lower tiers.
Now it's useless.
