You aren't understanding me. I mean a single attack would take longer than does now, with the plus of having two bullets, as well as two times the chance to cause a flinch and double the current damage.
I'm all for dual weps in the game...not enough weps atm...
When dual wielding, it should cause you to wear your shield on the back. (be a gremlin twacker)
Normal shield (1 wep): normal defense power, blocks damage from all directions.
shield on the back (dual wield): increased defense power (can absorb more damage before broken) , blocks damage from behind ONLY.

Have you seen the ghost swings of a cutter? A knight's arm isn't so flexible to make a cosmetic dual wield work.
You will need to do some changes.
