what level do the sprites get the ctr med perk?

Ok, it seems to me that the perks are assigned in tiers so to speak.
The first set of perks you get consists of health up, defense ups and monster damage buffs. This goes from about 1-50? Something like that.
The second set of perks you get consists of weapon buffs and MSI.
Then you go back and double up the first set again.
Then you go back and double up the 2nd set again.
So you'll have to wait until like, 80+ to get CTR med perks.

You'll probably get different answers from different people, as the perks are assigned randomly, but check the perks page on the wiki (link: http://wiki.spiralknights.com/Perks) to see what star the perk you're wondering about is, and when you start getting perks of that rank, you'll know you're close. Hope this helps.
