No.

I don't want to have to run through 4 levels I don't like and may not survive to get to where I can play what I like (currently first level of Terminal Meltdown) to have fun while getting some Radiant Fire Crystals.

Forcing people to go where they don't want to be isn't going to make more open parties for you, it's only frustrating players.

Instead, give me a way to jump to a level I like to play on the even strata as well as the uneven ones. (Not that that'd open my party for you.)

Its a good idea to bring back people to the arcade, and if someone doesnt want to be in the arcade,he can just buy the rarities.

Erm, no.

I recognize a lot of older players find the fact that the Arcade isn't as populated as it was before missions frustrating (and for the record, I remember this as well), but quite honestly we need to give up the idea that everyone should play randomized levels, just because it's what everyone did before. In any case it's fairly clear that the recent removal of Mist Energy has significantly increased the number of players in the Arcade anyway. Why are we seeing a new system specifically dedicated to getting what we want and responding by saying it's all or nothing?

Tampo: Why don't you buy someone to play with you instead of demanding something that would have no consequence whatsoever for you, and only spoil fun for others.

Amaki: I started playing when it was proto and 100 mist and that's it. I got to 5* before Missions came to the game.
The Arcade part of Haven was empty even then because everyone was hanging out in front of the Auction House.

Then everyone seemed to anticipate Missions with excitement. Me too. Shame we got this railroading instead of actual missions, but, oh well, one thing it did was shortcut the runs through the uneven Strata to the Boss levels.
Because that's what people did before Missions; someone with an Elevator Pass ran through the even levels, and invite his friends at Basil to go to JK or Vanaduke. (Or Twins, but I refused those because on the old computer - which took its last breaths the week missions came to the game - it was lagging through dead on the ground.)

I had to ask said friends to please let me have a look at Stratum 5 (big mystery to me, strange and exciting, what might lurk there!) because I kept being invited to Vanaduke before I ever saw the previous levels. (I also got tired of Vanaduke before I had the gear to try alone, but that's another story.)
One nice bit back then; you would get all Tokens still when joining at D:24/first level of Boss levels.

Today I ran through the Deconstruction in Iron thingy Gate, and on the second attempt caught the Treasure Vault. My excitement at finding Fire Crystals fell flat at realizing it's even more of those Shining ones. Sigh. Back to first level of Terminal Meltdownw, which is still fun and gives the ones I need. Without wasting time on what's no fun.

Personally i don't like how

Personally i don't like how people are just grinding specific missions to get their fire crystals. It feels unnatural and tedious.

If the rarities were to spawn in the arcade only, i suggest adding more crystals as a one-time reward to some missions.
