They might work kinda like the Zebesian Snipers in Metroid Blast from Nintendo Land, where they can instantly damage you from afar after a long delay unless you dodge or hide behind something.

I have an idea!
Lasers and high-speed bullets? Instantly reminded me of 2 ideas of mine; the Ironclaw Puppy and the Blitz Puppy. The Iroclaw Puppy would resemble a Rocket Puppy with same coloration as RT and shoots lasers like those shot by RT but dealing a fair bit less damage, with a 5-second cooldown between shots. The Blitz Puppy basically looks like a Rocket Puppy with a gatling gun instead of a rocket barrel that shoots blitzes of 20 bullets.

Sounds like the old, unerfed retrode actually. All in all, it provides a challange, but in a cheap way.
The Rocket Puppy already locks on to us, a sniper doesn't seem like it would fit with the feel of Gun puppies IMO. Also, give more details...
