Basically the Mighty Glacier.

More of the ultimate defensive choice but not much else.

This set would have an defense in every type but wouldn't be higher than type specific armor (its elemental would be lower than Grey Owlite and so forth). (no normal defense)

It would only have a Max freeze status resist, and a Max fire penalty.

It's gun/sword ASI would be debuffed by Med, Bomb CTR debuff by Med, MSI debuff VH, and Universal CTR debuff Med (making bomb debuff VH)

The only perks would be Sword and gun damage by Med.

(all stats and debuffs are cumulative from the full set and thus each piece has half what is described here)

The Armor appearance would appear as a heavily frosted light blue (polar twilight blue) Warden armor.
The helmet would seem more like an Almirian Crusader with horns like the Dread Skelly and side wings like Valkyrie. (would also be frosted and would have and icicle off one of the horns)

This set would be crafted up from the Skelly line and would only be available as a 5 star armor.
The basic premise of this armor is to do massive damage in slow hits and take little damage, the largest struggle would be to catch what you are after (mobile monsters would be the largest threat as are the ones that normal speed players can escape from (greavers, mecha knights).

Umm...

Instead of crafted from skelly perhaps from plate armor? Plate mail is the ultimate in defense but doesn't have much going for it.
Also, the MSI should only be a medium penalty. Maybe increase sword damage to VH and keep gun to medium? The way you have it set up is: -2 - 2 - 4 - 2 + 2 for a total of -8 in terms of debuff. Is that -8 balanced with the armor being defending everything (except normal), but badly?

Let's see what we can do to make it has a net of 0.
-8. +2 MSI (for only a penalty of med). -6
-6 +2 DMG for swords. -4
So we don't have to worry about bonuses too much anymore. We could throw more defenses into the mix - maybe normal defense? If not that, then maybe resist another status? Curse maybe?

(Technically you gain more bonuses and whatnot because gun and sword bonuses can be separate bonuses, but I sorta kept them as one bonus for simplicity)

Much like how my Time breaker

Much like how my Time breaker set is another Chaos cloak stylized armor this would also be in the line with the "Trope" armors.

Chaos Cloak being the Glass Cannon (deals high damage but can't take any)
Timebreaker being the Fragile Speedster (fast as lightning but is easily tripped up)
Glacial Lord being the Mighty Glacier (killer offense and defense but can't get around or do stuff quickly)

I could definitely see Stun Max being added (Silversap counter!) and a Sword ASI med too.

Much like how Chaos Cloak and my proposed timebreaker set have great perks but with severe penalties I wanted this set to follow that but have something other than status debuffs.

I gave this to the Skelly line because it needs some love and a new set should do it.

There's a bit less weight on statuses though

Statuses are easier to counter honestly. Levels will be themed with one status in mind, so you'll never be affected severely by the curse, poison, shock, or freeze while playing firestorm citadel in full chaos. HOWEVER, if you were to do the same thing with this new armor, you would still be severely haltered, as you defenses aren't as good for one specific damage type (Normal/Shadow), nor does its combat bonuses/penalties really make up for the fact that you aren't really playing as well.

Defensive sets should be more geared to get hit and not hurt as much. Offensive is to make the enemy get hurt quite a bit. Trying to take a middle road gets you something that is less effective than the cobalt line.

Now if you put status RESISTANCE on everything, maybe except for fire or something, then the set would live up to a more "I take your hits and keep walking" mentality. Would make lockdown interesting as you don't need UVs to status walk everything, but at the same time your offensive capabilities are haltered.
If you add a good status resist to everything except one type, then I'd say keep the combat negatives at -8.

I could see more statuses on it but we would need to futher kill off that CTR (to VH universal debuff, which would compound the bomb debuff to Max).

If we take that CTR debuff up a notch then yes I could certainly see the rest of the status resists getting a small buff (except fire which I would bring to zero) and keep ice the highest. This would help prevent making a perfect haze bomb walking armor in LD, by keeping the stats under immunity levels (except freeze but that isn't really a problem in T3 where this 5star armor would end up).

Actually the fire can stay

Fire can remain a debuff honestly. It would make the player not invulnerable to all statuses, but they can hold up against several. I'm going to do a quick calculation of the true numbers real fast:

-2 - 2 - 2 - 4 - 2 - 2 - 2 + 2 + 2 = -12. This is without putting MSI on its magical pedestal, as it is far more rare than the other bonuses, and impossible to reach MAX with as of the moment.

-12 is a heck of a lot of negativities.

With fire and freeze negating each other, we have: Poison, Shock, Curse, and Stun statuses. We could bump that up to +3 for each status, or +4 for all but one. (These would technically be meds per piece, which means you only need to roll a low UV and play guardian to walk through all hazes except fire)
If that were the case, people might mix this with the chaos set for a striker in lockdown. They could obtain shock immunity while not giving up that amazing damage bonus with their swords/guns, however it would lower their normal defense and would overall be moving slower. Flameberg might make it into the ranks of usability because of the new extreme fire weakness.
Heck it might be worth it to increase sword damage to be medium per piece and keep guns at low. Makes the hard-hitting, slow attacking trope more believable. I would love to see the meta of lockdown change while not making players as overpowered.

We could just give it a universal damage boost of Med and call it a day (and keep the type specific weapons at Med too) this way bombs could be useable but only with CTR UVs (and maybe recon shield in LD would negate the CTR debuff).

Still this would be a lot of work/code to put into one armor. (Imagine having to read that stat list)

That would work.

Agreed that the stat list would be a monster to get into your head, but the armor itself is a good inverse of chaos while still being viable. Would have to see how it would work in practice, though

It would probably work well

It would probably work well in conjuncture with Antigua lines and heavy swords. Agro as many monsters as possible with the gun then pound them back with well timed heavy blows.

It wouldn't be the first choice for a gunner (as they rely on dodge) or bombers (that live by their CTR), this set would belong to the brave few who don't mind being forced to go toe to toe with the monsters.
