Idea Refinement, before Suggesting (Pilot) -moved-
If people want to read Suggestions, then they will go to the Suggestions forum. If there is low traffic in that forum, then we can conclude that most people don't want to read Suggestions. Posting your suggestions in General Discussion simply pollutes that forum.
Additionally, this polishing that you desire is accomplished in the Suggestions forum. I agree with you that the respondents there tend to be unnecessarily harsh. But posting suggestions in General Discussion will not fix that. Sorry, and cheers.

This is what troubles me and got me confused, and I forgotten to point out the person, which is just right above. Above and above.
1) Move this thread to Suggestions, because it is a suggestion suggesting that the cesspit of fail known as the Suggestions forum be essentially removed in favor of creating a multitude of "Idea Refinement" threads in the General Discussion forum. (Note that while I believe the Suggestions forum is a cesspit of fail, there do exist quite a few diamonds in the rough, if you will).
2) The Suggestions forum is a forum, and there's no reason to have a separate discussion for "Idea Refinement" before discussing the same thing in the Suggestions forum - it's redundant. Refinement can happen in the Suggestions forum.
3) "Idea Refinement" will not do any good. As Bopp said, posting suggestions in General Discussion will not fix anything. In fact, I think it's safe to say that a good portion of the forum community would destroy these ideas that "have have yet to be refined" just as much as a Suggestions forum regular would.
Do you know why people don't go to the Suggestions forum much (myself included, nowadays)? People get sick of all the crap that goes on in there. No one really wants to read through unrefined ideas whose original posters don't even care to refine them. No one really wants to read through the same old ideas that the community has already deemed unfit for Spiral Knights despite the potential refinement options that were discussed originally. No one really wants to read through unrefined ideas whose original posters actively resist the community's attempts at refinement.
I don't blame you for trying to "fix" how suggestions seem to work in the Suggestions forum. At one point I had faith in the community to support and build upon things in the Suggestions forum, and I believed I could throw in a partially developed idea and have it seriously considered. At one point I tried to be that guy who would give positive and constructive feedback for every single suggestion that made its way to the Suggestions forum. I tried reason, no matter how terrible I thought the idea really was. Then I figured out that nearly everything there fits into one of the three archetypes I outlined above and here.
The exceptions often come from forum-goers who have already established both a reputation and a good sense of how other forum-goers think. These exceptional, already-refined threads get support and get fleshed out because the original posters know how to refine their ideas to fit into the game and the community.
Anyway, "Idea Refinement" will not do any good. Most of the forum regulars here simply aren't the type of people who would try to fix an unrefined idea.
4) Prove me wrong, and give us a simple trailer of your little "Idea Refinement" show. Find a few examples of "ideas that have insane potential, but are completely beaten down because they have have yet to be refined", and we'll see what the initial response is. Yes, this is a challenge. This is a challenge not only for Azraelwing (Thetric), but also a challenge for you folks in General Discussion. If there are some insanely good ideas out there that don't get a proper chance because they're unrefined, I'd like to see how the community at large responds to them, especially after they've gone through the folks in Suggestions.
Disclaimer: a lot of this was written during class and may or may not fully represent my views on "Idea Refinement". Err towards the former, though.
