Ok, so sure I'm pretty much being called an extreme noob for not knowing this, but what is it exactly? I'd love to understand what's gonna happen once these guns are out, or modified!

In a nutshell: a set of new gunner focused equipment, which expands the options available to gunners and helps make them a more viable and desirable option in the clockworks.
It will be implemented when it's ready. Nobody knows when that is.

The main thing delaying the Gunner Update is that the testers put in tons of effort. As of now, four of them are traversing the land of Luxendarc to see if they can restore the four Crystals in under ten hours with only the new guns, a flying Elevator, and about eight Health Capsules, while four more of them are on Pandora honing a different set of guns so that they can kill a Ferovore, I mean, Primal Beast, I mean, Bullymong within four hundred milliseconds of detection. Five of them are running a successful Arena campaign in Azeroth and do not intend to stop until they have maintained a perfect ranking in 5v5 Arena for two months straight. Then there's the guy repeatedly stopping Gray Mann's elite robot battalion at Rottenburg single-handedly, trying to manage that ten times in a row, using only one new gun.
You have to do these things right.

I am just going to point out that seeing as this topic is called "Gunner Update?", it will contain all sorts of spoilers. And if you had any brain in your head at all and you did not want to know anything about the update, you would avoid any forum thread with the words "gunner" and "update" in them. So how is this 'illegal'?

Heh, and some of us have been waiting for an Iron Slug/Callahan update for far longer than that (because it was specifically mentioned that they wanted to change their mechanics). The previous weapon update (gunner/bomber weapon rebalance) didn't do it either, so we're holding onto the hope that this gunner update will be the one.
