Can someone explain them to me? Or is there a chart with actual damage output/defensive resistance?

Yep, but they say they want us to figure it out for ourselves... in other words "we know they're not accurate but we want you to use your energy to make the stuff anyways instead of going for what is strongest".
Stats would be simple I'd think. You give a base number and make it known that "Damage is a factor of many things. weakness and resistance to damage type, bonuses gained from armor, UVs, inherent bonuses on the weapon, and depth in the clockworks. Gear used in stratums before their appropriate level receive a negative multiplier on damage to keep the game challenging."

The damage dealt by your weapons changes as you increase in depth (in most cases it goes up -- way up). However, the ratio between any two weapons (at least of the same star value) remains the same. Since the ratios remain the same, bars would be (in theory) a good way (if not the ideal way) to represent the damage done and a very quick and easy way to compare weapons.
However,
It appears that the bars are logarithmic, which, with no reference point or indication thereof, is extremely deceiving. Additionally, the bars appear to be maxing out (the Cold Iron Vanquisher and Leviathian Blade being the most often cited example). Having the bars "max out" when they're supposed to be our primary method of comparison is extremely bad. Furthermore, weapons that are designed to be used in Tier 2 (2 and 3 star) are nerfed in Tier 1 and weapons designed to be used in Tier 3 (4 and 5 star) are nerfed in Tiers 1 and 2.
In otherwords, what we have is right idea, poor execution.
As a result, what we have is players generating damage charts for each weapon. The damage charts are, in my opinion, only slightly more informative than the bars. Most players will not look at the damage tables for each and every level, they'll look at the max damage for each tier, and then many will wonder why their weapons are not doing that in depths 1, 9 etc.
I personally suspect that the bars were hand-made for the items and have not been updated when stuff was removed/buffed/nerfed. Example: The 3* Chroma suit has the same values listed as the 2* Wolver coat. Last time I checked anyway.
It's unclear to anyone how to reliably interpret the bars... we often accuse the bars of lying.
There's currently a wonderful wiki project underway to document the actual damage that weapons do. A bunch of weapons already had their statistics added to the wiki, but not all; it's an insane amount of work and only few people are helping. In time it will be much easier to compare weapons damage (although this shouldn't be the only point you compare weapons on).
