These would be every day unique variants, the same as anyone could get. They would not be the best of the best UVs either as that would be a bit pay to win, but they would be decent UVs. In other words, medium CTR/ASI, high against a monster family that is weak to the weapon or very high against a monster family that is neutral to the weapon. For shields, I would see receiving high resistance vs some status/damage type, with the exception of statuses that are already on the shield which do nothing. For armors, I would think max on unrelated damage types (like shadow on skolver), high on related damage types, med status on related statuses and high on unrelated statuses. The idea behind these is to balance them all to be at about the same level of power that will always leave the player wanting a bit more, that way, rolling on these items would still be very possible.
All weapons would receive the same pre-planned UV. For instance, maybe the super soaker would get CTR: Med. All super soakers found in boxes would then have a CTR: Med UV on them after being unboxed. This allows for a weapon to be customized and cool, without introducing entirely new mechanics or creating a straight upgrade from another weapon.
We should probably limit the usage of ASI/CTR UVs on PVP viable weapons.
Selling VH asi Acheron or GF/DA reskins would be a bad, as would VH CTR SS/VT reskins. It would come across as another money grabbing move.

Putting them on underused weapons like CIV reskins would be nice even boosting them up into really viable range.
