To start off, we all know about the unfairness of Player versus Player in many scenarios. One knight pulls out a Pulsar, suddenly everyone's got pulsars and the match quickly degrades into a saltfest because some people decided it would be funny to spawncamp.
Plus the fact that the PvP higherups carry around toothpicks and Sealed Sword 5*'s, killing many in a single flurry of hits.
In short, Tier 3 Lockdown is mainly comprised of short, brutal one-hit-kills-all combos.

I'm not gonna propose a complete end to all of this, however. Instead, my idea is this:
A new type of Lockdown. While watered-down, it will serve to make the PvP experience fair. Every player can join, as it is not divided by Tier, and all Lockdown shield augmentations still apply.
Every player has a set inventory that consists of Cobalt PvP-exclusive weapons and armor.

It is important to note that the weapons listed above are similar to their PVE counterparts only in attack type. I will explain:
The Cobalt Leviathan Blade attack type is a three-hit combo with a spinning charge that deals knockback. If such a blade is made for Cobalt PvP, it will deal its respective damage type and be buffed in order for a three-hit combo with the blade to match the damage of the Cobalt Troika's two-swing combo.
The Cobalt Troika is a two-swing attack method, moving slower but dealing heavier damage and a small amount of knockback.
The Cobalt Valiance is a three-shot gun that deals as much damage as two shots of the Cobalt Slug. Its charge is a basic, knockback-giving large bullet.
The Cobalt Slug is a two-shot gun. Its charge pierces multiple opponents.
The Cobalt Blast Bomb is just that: A modified Nitronome that has a natural modifier of CTR medium. Its blast deals moderate knockback.
The Cobalt Mist Bomb creates a cloud of mist that deals constant damage to opponents before fading, rather than applying statuses. It deals no knockback, and damaged players do not flinch whilst walking through it.

Trinket Slots are non-existent, and there are only two weapon slots. Autotarget is removed in this gamemode.
It's very basic, and I understand this. However, it makes for a much less broken PvP experience, and tests skill rather than collection.

Some additional points, based on your different ideas:
-Why pick those specific weapons? (Levi/Troika/Vali/Slug/Nitro/Mist)
-AT is a whole can of worms you really don't want to open. Best just to leave it the same for all gamemodes, on, off or optional, but that's a discussion for another thread.
-Since there are no unique weapon mechanics, having the 3 damage types is pointless. The only reasons the variance in armor exists in current LD are Offensive bonuses, which these armors lack, Statuses, which these weapons don't deal, and defense against weapons that only exist in one damage type, which again don't exist in this mode. There would instead only be a pointless circling of people constantly changing their gear throughout the match in effort to bypass the enemy's defenses.
