When during crafting - eg. from 4* to 5* with an existing uv
What are the chances of getting another uv when you DON'T transfer the uv over to the new crafted weapon?
0%? because the act of non transfer overrides the chances of rng uv roll?
or is it the usual % chances as per usual?

I'm skeptical that the UV chances for crafting has stayed the same since day 1. I did some mass crafting 6 months ago and got absolutely horrible results. I wasn't recording, but I think I should probably start.
On that page, don't just read the summary text. Follow the links, to see what each individual study says. Some of them are much more recent than "day 1". I think Skepticraven or Cheshireccat had some data.
Do tell which links, because all of them reference studies done in 2011, with one study done in 2013 just before the mist removal.
You're right that most of the links on that page are from 2011 and one is from 2013. Sorry for suggesting more recent activity. I was confused because there is a lot more data floating around than what you see on that page.
I've sent Lancer Knightz some UV crafting data, but apparently Donkeyhaute hasn't dealt with it yet. Possibly Skepticraven doesn't have data on UVs. But I know that Cheshireccat does. Maybe we should contact some of these people to light a fire under them.
Similarly, there are multiple data sets on getting UVs from Punch --- for example, here. But that's not crafting.
The wiki page http://wiki.spiralknights.com/Unique_variant says the probability is around 10% to get a UV. You can also find the probabilities of the different levels of UVs there.
Afaik it doesn't matter if you already have a UV, if you replace it you will again have the 10% chance.
EDIT: If you are asking if you can get an additional UV when you lock an old one then no. You can only get a new UV if you dont transfer old ones.
