If the status resistance bar is full on a piece of armour, do you fully resist that status? also if its half is it only a chance to resist it?

Rather complicated...
In the Training Hall, you can get enough resistance to not catch on fire when standing on the fire grate. This is because it is likely Minor Fire and it is considered Depth 1.
In rare instances it is also possible to resist a status completely. For example, Vanaduke's fire snakes can be fully resisted with enough fire resist. His fire snakes are likely similar to Minor Fire and are thus able to be resisted. It should also still be possible to fully resist the Faust's curse, but it is impossible to do the same with Gran Faust (to my knowledge this hasn't been retested since the lower UV nerfing.)
Once you get deep in the clockworks, say Depth 23, the affects and duration of a strong status can be greatly reduced but cannot be completely eliminated. See Eeks' data using the Fang of Vog's self-inflicted fire:

One important note is that the bars are not terribly accurate. On your Character Panel, you can reach the maximum length of the bar, but it is possible to still stack on more resistance that seems to go beyond the end of the bar. So "visual max" isn't the "real maximum", and there might not be an actual ceiling to how much resist you can have.
