When i went to the wiki for the first time, i saw a monster called the "Tortodrone". So i went to the Emerald axis to find one... and all i saw was wolvers and chomalisk. I just wonder if other knights saw a Tortodrone up close.

They were in the Preview
They were in the Preview Events held before the game's launch, but they were removed before release.

During Release
They were actually removed after release, for a bit of time during early release they could be found and fought. At one point they dropped Stone Tortoise shields like crazy.
Devs took em out to work on em more.
