i mean .. no. you still deal just 15 bullets with a charge
the ultimate weapons are Polaris due having a big splash will deal the splash to every unit in the vortex OR you take the Biohazard wich uses charges on all the mobs, then vortex and den release a deadly biochemical explosion in that vortex thing :D
Swords just do one slash to the whole vortex and there is no time for a charge

Dude he mean out of his current equipment which one would be the best to pair with it and that would be the pepperbox.
If you were talking about out of all the weapons it would be any medium or slow sword charge attack. You have plenty of time to charge that up.

Then it's still the Master Blaster o.o Pepperbox deals just a good damage to 1 or 2 mobs right next to it, the Master so can deal damage to everything in the vortex. Still A slow charge of a sword, what a joke dmg :P

My favorite thing to use with Vortex (outside of FSC, obviously,) is the combuster. It's a beautiful thing.

I have extensively used
I have extensively used either Vortex and the Brandish line suits it beautifully. I would say it's the best weapon line to pair with Vortex. With an honourable mention to Fang of Vog. Choosing fire, shock, or freeze depends on what Vortex you're using and how you're using it.

Yep, I know, it's not (exactly) a weapon, but it still remains to my eyes the best use of an electron vortex I can think of. If you don't understand why, ask him ;)
