Graveyard levels are so, so fun.
Graveyards are my favorite because they have a special "feature" that distinguishes them aside from the generic backdrop/monster-type changes. Please add more areas like the graveyard, please!

I wouldn't remove the graveyards, so much as tone them down a bit. 4 Phantoms can tear up a disorganized party very, very quickly. It's more disheartning when they get back up a couple minutes later. What usually happens is we clear a bit, get ripped up by phantoms, clear a bit more, more phantoms, repeat.
Maybe increase the time the phantoms get up by a bit? Or maybe only trigger them in certain places?
But... but.. thats where I get Grim Tokens and lots of cash/heat!
Phantoms were actually much nerfed, in near all aspects. Compared to their debut forms, the ghouls are considerably fine now. To go any further may make the intended scare and apprehension of a Graveyard moot!
There's nothing wrong with the balance of T1 and T2 graveyards. Given the troubles I've had with undead in T3 already, the notion of a T3 graveyard makes me kinda nervous. Especially since you can't really bring undead hunting equipment in particular into something that usually shows up in a ? layer of a strata that probably isn't otherwise undead.
However, disorganized parties -should- get torn to pieces in the graveyard, and organized parties should make a tidy profit while quickly dispatching phantoms with teamwork. I've been in pugs where people just ran away from the phantoms and let the hindmost fight them or die... of course -everyone- gets killed that way, and they should. I've been in guild and friend groups where we carefully stomped on each grave, just a few at a time, supported each other with anti-phantom teamwork, and came out of the graveyard all the richer for having been there.
Perhaps make phantoms downtime a little higher the more of them there are on the map. Solo I can just laugh at the things, duoing they also aren't a problem, but once you get up to four, on tier 3, you spend more time fending off phantoms than actually playing the level. Unless everyone in your party is good enough to kill one themselves, at least. Sometimes this isn't the case... =/
Though that might be the point. It can be fun being the only one in the party left alive and just trying to get to the elevator.

And the Phantoms are no problem what so ever..

I have 4 star gear and, while it's my least favorite zone, I can deal with a T2 graveyard. I went to a T3 graveyard with 3 other people for the first time yesterday, and it was IMPOSSIBLE.
In my opinion, Phantoms ruin that part of the game. They make the graveyards feel more like a chore than anything.
Honestly I would quite enjoy phantoms if at least they dropped something. Anything. Even a couple of 1-crown coins. ;_;

I have agree to a certain extent; Graveyards in tier 3 should all be removed.
There is no reason for having 4 horrible overpowered phantoms at once and there is no reason for dark levels in a totally different strata gate.
If you claim these things aren't overpowered, I have this to add: their -strong- curse affects ALL your items for 34 seconds.

Is much easier solo. You need only deal with 1 phantom.
Great place to get heat for under-leveled gear with more monsters per elevator fee. The only thing that gets aggravating with Graveyard farming is going in with people who do not have the right gear or skills. Then you need to deal with extra phantoms that waste time.
It's pretty hard to do them right if you're using the wrong equipment. It's not like I was expecting a graveyard to pop up in the beast strata after Jelly King.
I'm ill-equipped to fight skellies, let alone phantoms. My weapons do crap damage to either.
How to be equipped for everything in the game at any given time for all eternity and beyond: buy weapon slots!
Graveyards are supposed to be difficult. That's the idea, "Where monsters fear to tread".
As for me, I enjoy them in every aspect - Solo, duo, or full party.
My normal duo partner and I have a strong strategy against the phantoms(We swap aggro - he's a gunner, I use swords). The ghouls shouldn't be an issue for anyone, especially since you have direct control over the number that you're fighting. =p
Solution to your CE problem? Do more graveyards. ;p

Keep T3 graveyards. Unless you're trying to charge through the level and aren't being patient, they're a BREEZE. Learn to dodge the phantom charge attack, easy as hell. With multiple party members, just get one person to kite all of them. I've kited 4 of them for a good 10-15 minutes while my party cleared the level, only got hit twice.
Graveyards are -NOT- hard unless you try to rush through it or spam-melee the zombies. Regardless of tier.
I do agree that the phantom timer should be (slightly) slower the more players you have. Not to make the graveyard easier but to make it less annoying. Even when your party is good at killing phantoms... they do get really tiresome at the full party level.
How about a way to avoid graveyards?
I tried a "new" graveyard (with the respawning timer monster) at the end of preview. Tier 1.
I will avoid any dungeon where I've got a graveyard now. It was *PAIN*. Easy, hard, etc: Not the issue.
It was not fun.
Until I hear that they have changed, or that there's a way to avoid graveyards, I'm avoiding them completely.
Without the timer, they were fun and profit.
Now they are neither.

I really used to enjoy Graveyards during preview. But then when Phantomes were introduced I've found them the most terrifying place in game. At first the only strategy that works for me was running for my life. No coins, no heat, no materials, no minerals... but hey - at least I survived ;-)
With time I've learned a few tricks and get better gun (Voltech Alchemer) and Graveyards become enjoyable and profitable again.
So instead of whining I'd suggest working on your strategies.
Comparing graveyards to arenas and danger rooms is a strawman, since arenas and danger rooms have a bypass and graveyards don't. The problem isn't that graveyards are too challenging overall; it's that they're a required surprise challenge that (like so much else in the game) is for whatever reason far deadlier with a random party than solo. Comparing graveyard difficulty to NES games of yore is also disingenuous; Mega Man didn't charge you an exponentially growing amount of money every time you died (and oh, the money they could've made if they did that to arcade games...) All that aside, removing graveyards is not the way to go, since there's a lot of good content there. However, there should be some ways to allow people who don't want to deal with them to bypass them, at least to some extent.
A few ideas (that hopefully are general enough to be useful elsewhere, not just for dealing with graveyards):
Branching paths in gates (multiple elevators). Gives a tad more variety in runs through the same gate that is actually under the player's control. (Alternatively, split just the ? gates into one gate that is guaranteed to go to a "regular" level and one gate that chooses between graveyards and treasure vaults.)
Cloaking vials. Consumable vials that grant 30 (?) seconds of being invisible to enemies, broken when you deal damage to an enemy. Useful for running through a graveyard to make it to the end, skipping most of the rewards. Also useful for sniping a single very annoying enemy. It's still sufficiently situational to not be overpowered compared to other consumables.

It lacks fun.
Once you clear a long straight passage, you just shoot and retreat.
You learn which pathway avoids unspawned creatures while dealing with that timer (what's its proper name?).
You learn to tell when it's really dead versus just playing, almost dead
You move forward, take out another couple of monsters, and then do another round of retreat and fire, retreat and fire, etc.
And if you accidentally trigger 5 monsters at once, and you've got a spawn of the timer? Run, take the timer out of the area, and then retreat and fire. When it's down, the others are catching up. Kill them, then run the timer monster in the other direction.
Rinse and repeat.
