@Angerday, Because even in a team of two, each person would only win 900 CE, even less in a team of three. One vana run is enough to earn 100 CE worth of CR and you can do two in one day. The equivalent share of your prize can easily be knocked off in 3-4 days, not even counting materials and tokens. Your prize doesn't really give any special reason for people to put in all the extra work the contest requires. Toss in some steam games, some rare accessories, or some useables like height or eye modifiers might increase the hype, but as of now, this is pretty much extra work to earn a sub par reward.

Are 1* weapons such as Cold Snap allowed? Also, I don't see a mention of shield in depth 25. Can one still use 5* shields there?
