We don't know.
Experience seems to suggest that heat level gives a small percentage boost to the base probability of gaining a UV. There's no data to back it up at the moment, however.

Is that true about heat levels? What about higher star weapons where they need to be lvl 10 to craft anyways...They would all be on the same playing field then anyways wouldn't they be?
Yuppers, if it's true about the heat level affecting level crafting, then the five star weapons needing a max level heat level will be the same.
It has been postulated, however, that higher star weapons have a smaller chance of getting a UV. We don't know for sure. It's hard to test because crafting higher star weapons is expensive.
