If I understand correctly, you're proposing a new feature for the game: a heat tank. The tank can store a player's excess heat. The player can then sell that stored heat to other players, or to vendors, who will resell that heat to players?
This might be a good idea. I haven't seriously thought about how it might affect the economy. For free-to-play players, heat is not really a consideration, because they have to grind for so long to get CE anyway. For pay-to-play players, heat is a bottleneck. Possibly this would encourage paying to play.
