This is never going to happen.
At some point, they might replace the entire line with a completely different sword, but they will never simply plop a 5* weapon at the end of the line. Why is this? It's because 4* weapons are pretty much as strong as 5* weapons, so crafting them is almost entirely unnecessary for most weapon lines. As long as all 4* dead-end weapons are useless garbage, this secret is safe and people will keep crafting 5* weapons which only upgrade is maybe 20 more damage per hit.
As soon as 5* Winmillion comes out, that cat's out of the bag, because people have been using Winmillion and will notice the upgrade not actually being any better. It's the real reason shard bombs got the nerf stick. The 4* weapon was being as useful as a 5* weapon (due to ALL 4* weapons being as useful as 5* weapons) and something needed to be done so people wouldn't be done with making a 400CE weapon and that being the end of it.

SEMARILLION; but we steal the title of Title of silmarillion from JRR Tolkien. Meh it's spelled differently. Make it glow golden, make it be the first heavy hitting piercing sword in the game, make it a reality!

Thing is this: There IS a damage difference you notice, but only at the 6th stratum for most. If you're bringing 4* gear into FSC you'll notice it's a bit lackluster. 5* gear is universally the best.
That said, I'm not sure WHY they gave us a 3 and 4* Spur years ago but never gave a 5. Been wanting one for a while, among other things.
