Yup, it is. But it's not an unfair one. Or can you see exactly where swords/guns attacks and charges will go and how much longer it will take to reach you so that you can get a perfect dodge? The idea of "get away or you will get hit" will still be there, the difference is that bombers will actually get a chance to hit something instead of simply creating barriers that no one pass to protect/control bases.
I actually find the bomb radius fill-up thing silly in general, but that's just me.
