I have been trying for weeks now to get 3 star gear so I can get 3 star certification and then move on to the next missons. But, either the cr price is too high to buy things, or CE is holding me back from crafting things.

The fastest way is to grind Gloaming Wildwoods levels (Snarby).
It costs 20 Energy per run (without the boss) and if you run it five times a day, you can earn around 8K cr every day.
Or, if you have some friedns with better EQ, you can ask them if they're willing to run Royal Jelly Palace levels with you, which can earn you around 10K cr a day.
Imho, it's better if you buy the 3* EQ from the Auction House. Sometimes, the prices are very reasonable, so it might be cheaper than crafting it yourself.

The correct answer depends on whether you regard mist energy as being "free".
* If you are willing to use your mist for crafting, then the cheapest way to get a typical 3-star item is to craft a 2-star item (using 50 mist one day), save up enough crowns to buy 100 CE, and then craft the 3-star item (using 100 mist and 100 CE on another day).
* However, it should be noted that mist has tremendous value, in that you can use it to adventure in the Clockworks and earn money. So use mist to craft only on days when you don't have time to play the game. On days when you do have time to play, use your mist to earn crowns.
If you regard your mist as having as much value as CE, then the cheapest way to get a typical 3-star item is to buy it from another player (off the Auction House, say). It might cost around 13,000-17,000 crowns. Just make sure not to buy items that require unbinding (such as Sealed Sword). You don't ever want to pay unbinding fees. In any event, saving up crowns to obtain equipment takes a while. It's supposed to. Be patient.
As for *which* 3-star items to get: You should read the wiki, and select which 5-star items you want. Then, and only then, look back in their alchemy paths to determine their precursors. This approach helps you end up with the equipment you really want, instead of getting stuck in dead ends.
