Only way to solve this problem is to make a purchase on one of the accounts. Or get a new computer.

right

Each computer can have only one unpaid mist stream. So, if there are two unpaid accounts being used from the same computer, then they will share mist. As Troupe-Forums says, one solution is to buy CE on one of those accounts, using real money. Then the two accounts will have separate mist streams.

No

Your account's mist energy is the same no matter what computer you're playing on.
About OCH no idea. I'll check with a friend later if nobody else has answered.

I wouldn't necessarily listen

I wouldn't necessarily listen to Futurefrost. I can't speak from experience, but if you read this page, http://wiki.spiralknights.com/Energy_FAQ, it would appear to imply that gifted purchases do NOT count towards your status as a paid player...

What is a Paid Account?

This is an account where the user, at any time during the account's life, decides to purchase Crystal Energy. This can even be the smallest energy package available. Once this purchase is made that account is permanently considered a paid account. An account which has been gifted energy (for instance, in a gifted Starter Pack) is not considered a paid account as it has not made the original purchase.
Please note that the separate knights linked to a single username are not separate accounts. All knights on the same log-on name will always share the same Energy.

OCH

According to Nick "If you obtain DLC as a gift, your account would be 'paid' as well. Someone simply paid for you.".
Unless they changed it since the release.

Use the support page to ask OOO about it.

Just to say.

On my other (Steam) account, which is F2P bar a gifted copy of OCH, I have a separate mist stream. So OCH counts as 'paid'.
