Thowardz, when Artist said that, it meant that you had to wait for a certain amount of time until the cooldown was over. It seems to be a 1 hour cool down and I donated some CE to Artist.
Otherwise, it's either a 1 hour cooldown or a 3-post cooldown. (Whichever comes first)
