I am rather confused soemone said they had a chaos cloack which is better than a black kat hood becuase he and upgrade his uvs? How does this work?
How does maxing out uvs work?
See the wiki page "Abilities", for an explanation of how abilities (including UVs) add up.
It's relatively easy to get status UVs on Chaos gear, because you can mass-craft Magic gear until you get the UVs you want, and then upgrade from there. The only way to get UVs on Black Kat Cowl is Punch.
As for which of Black Kat Cowl and Chaos Cowl is better, the answer depends somewhat on your play style and your resources. We just had a discussion about it here.
He means that his UVs currently make the Chaos Cloak better than his non-UV'd Black Kat Cowl.
If you had Maximum! on the Chaos Cloak, it would be decently better than a Black Kat Cowl with no UVs. An Example is that if my Chaos Cloak had Elemental Maximum, it would provide a huge amount of defense in that situation compared to a non-UV'd item.
Black Kat Cowl does have amazing stats but is riddled with the fact that if you're cursed (not a lot inflicts it) along with the horribly low Freeze resistance can make for some major trouble.

It has the same status weaknesses as Chaos. You're basically trading 2 CTR buffs for +1 damage and +1 movement speed.
If you don't use charge attacks, there's no reason to choose Chaos over Black Kat. Except Chaos takes 1/10th the cost to make.
The primary argument for Black Kat vs Chaos is really that Black Kat has better potential for end game warren buffett players: you can always buy all your gear with CTR UVs that Chaos provides, but you can never get universal Damage bonuses, nor can you get movement speed UVs no matter how much money you have.
RI have a curse resist medium uv on my divine piece pf armour so would it cancel out chaos's weakness or weaken it? I also have a very high shock resist too. Along with a low fire resistant uv on what I am gonna make my chaos cloacl from.
Also do perks cancel out weaknesses or make them less effective? Do perks act like normal uvs?
Again, read the wiki page "Abilities", to learn how status resistances add up. The page probably hasn't been updated for sprites, but it's reasonable to assume that they work like any other ability-giver.
What he meant was that he could buy a UV at 2 star and upgrade it, cheaper than rolling on a black kat cowl.
I'm sure someone else will point out which is actually better stats wise but they're both good.
