People spend lots of time thinking of good suggestions and most of the time OOO doesn't respond or even reas them. I haven't seen a thread where an admin posted in a long time. I mean some threads don't even get -1 . OOO has to worry about there players like they do about their income, which is clearly more important. Please. Warframe is in BETA and they alwaya try to reply. Please. Just listen.

Yeah, they've said in the past that they read the suggestion threads, but often don't reply to them, as to avoid giving players the mindset that either the suggestion will happen, or that it definitely won't and/or that they don't like the player who suggested it.

The game is to me more messed up then ever before because of them listening to peoples suggestions. (Think on it and you'll understand what I'm talking about when that light bulb comes on.) They need not to listen to people and use there own brains of which I'm hoping there doing.

They do listen, they don't have to respond to threads because it would be a waste of time. They still read them.
P.S one -1 doesn't mean anything. Over 3 million knights have been created and I saw a thread a while ago say something like: ooo's we got +8 I think you should seriously consider this suggestion.
I'm never after +1's or -1's, because it is mostly OOO's decision if they like or dislike an idea. The only way they can see it though is if you post it to everyone else.

They really can't do too much
They really can't do too much about replying. Especially now. They are working very hard on the new projects. Not to mention unlike a large amount of other game companies, OOO consists only of 20+ members. SO they can't have people constantly browsing and replying to forums posts.

They probably see things far different than we do.
They do listen, but don't reply. Kinda like being a celebrity and everytime you post something, people come in just for that.
I think the issue is that they don't want to post something that will change player's mindset, and will usually wait till the suggestion gets some attention and non-bias feedback. Admin posts would probably lead the same thing, but their job is not to develop games anyway.
At least we know they are watching...
