Yeah, that is the most likely outcome, however with 1 bar you'd still survive a tad longer than you would have with Voltedge and Combuster, especially with all the Vog Clones out there tanking that breath attack instead of getting wrecked by shadow damage.
But I'm arguing for new people who just got to FSC, not Vanguards who know that shock and freeze are more harmful than beneficial in most cases like FSC where you'll get trapped by Slags for using it.
For example, if you're constantly at 1 bar, Glacius might actually have some use over Combuster/Voltedge... ex, you could hit them from far away with a charge and do like 200 damage, then just kite them to death...
