From what I heard is that the chance of getting the winmillion recipe is from the tier 3 trader. Well, I can't get to the tier 3 trader because I don't meet the minimum requirements of having 4 star equipment.
So, I am willing to buy a winmillion recipe if anyone seems to catch it along their travels!
