What would you do to increase the importance of the Cobalt Set.
Add a bonus ASI,CTR or maybe MSI?
Some kind of status resistance stun maybe or fire?

Thanks for the long lecture but what i meant was that people would atleast consider it over the Skolver set in some cases but people mostly make the Skolver set even though they haven't made the standard set.

What would make people consider it ? A few openings :
- offensive bonus up to par to existing armors, but in a different niche (must be at least 2 low worth, and with status resist) : easy way out : bombers don't have any piercing armor.
- outstanding status resist for immune sets, much like dragon scale/fallen (C42) or Ice Queen (LD for triple immune with a shock UV).
Oh, a last note, Cobalt is not the "standard" set. There is no "standard" gear in SK. It's just a gear you are incentivized to craft due to the free recipe (frankly, no one should craft it, it's a waste of money). It "even" has specialized piercing protection.

-Iif you give Cobalt ASI/Damage/CTR as a global bonus it'll be overpowered.
We have chaos set for comparison, and if you try to add drawbacks it won't be so "standard".
-So you'll have to chose a guns/swords/bombs buff. But then again it wouldnt' be "standard" anymore and bias new players towards a specific play style.
-If you give MSI, it'd be almost like Mercurial.
-Status resistances? Fire (and curse if you want) is the only hole available. There's already a good enough pierce/normal set for every other status.
-Another unpopular option would be a bonus agaisnt a specific family. IDK, maybe the Spiral Order hates gremlins so their main armor comes with a gremlin bonus?
Maybe the helm offers CTR med for swords,the armor would give CTR med for guns and the shield would give CTR med on bombs.

cobalt doesn't need a buff, it's supposed to be training gear, not end-game omni-useful.
-Health buff.
-Shield Regen Increase.
-2 damage to Spiral Order line weapons (Calibur, Blaster, Nitro).
-2 CTR to Spiral Order line weapons.
-A compromise between the above two.
-Double defence specifically against toothpicks. Watch crafts go through the roof!
-3 resist (standard is 4) to fire, shock, poison, freeze but negative 2 resist to stun
-10% discount on revive costs per piece.
-Normal defence buff for entire party like Luguiru suggested in that one suggestion of his.
-50% heat retaining per piece if kicked from party.
Calling FF and BTB "toothpicks" is like calling a bazooka a "pea shooter"
Honestly, it's suppose to be an all-round set. Give the Cobalt line about half of it's normal defense worth of each defense (Shadow, elemental, and pierce), and then give the equivalent of a medium/low UV against each status.
Well, Jelly is like Cobalt with a little bit of status protection, and that's rarely used. So that seems to be not enough. The conventional wisdom strongly favors armor with offensive bonuses. Not many armors provide CTR. That could be interesting.
It's important to consider the role that all of this armor and weapon choice plays in the game economy. Three Rings runs the game by selling CE. The main purpose of CE is to craft items. By giving us a variety of items to craft, they incentivize us to buy CE.
I think that this is why arsenal stations were introduced, for example. People used to change gear once per stratum. Now they can change gear on almost every level. This encourages the crafting of specialized gear, and hence more crafting, and hence more CE purchasing.
The function of Cobalt armor, then, is to get new players a "default" armor line, that they can progress along without knowing too much about the game. The recipes are free with missions, so the progress is slightly accelerated, enhancing the player's sense of accomplishment. But once the player crafts all of this armor, he realizes that there are better armors out there, and crafts those too. If the default armor line were really good, then the player might not go on to craft other armors, and this would be bad for CE sales.
