I suggest a new event in haven that is set or random. Have rainy days in haven! During those times the doors in the bazaar area are opened and the respective vendors are moved into those rooms, coming in from the rain. Punch and vise can stay as they are, because they can handle it. It be a nice addition to the day/night suggestion too. Have it rain on a random day, so it could rainy today rainy tomorrow, or rainy today, rainy next week. Let the devs decide the weather. It be a refreshing change. Also that might give reason to open the west side into a commons building where we can go and hide out from the rain. But that will be another suggestion!
