Custom missions and levels.

(Yes I know this suggestion came across already, but this is my vision)

People enjoy customization, I have seen it in numerous communities from many games.
I think that something like this would offer much enjoyment to the game.

I think it would be fun if there was a system that allows people to make their own missions and levels.
These missions would not offer prestige, rewards, anything and (actually) shouldn't cost anything, as they're just here for enjoyment.
However, it might be fun if there were achievement rewards. For example, if people played your missions enough times you'd get a not tradeable costume hat, or maybe a special weapon based on what rank your players are. A brief example.

("An example in an example, Juv, you're going mad!")
When level-maker is recruit. Players and below have to play your level 50 times together for a 1 starred weapon.
When level-maker is vanguard. Players and below have to play your level 2000 times together for a 5 starred weapon.

The missions would be playable by any player. The depth will be calculated like the way you adventure through prestige missions.

It doesn't have to be 'block by block' customization. More like the common roads and battle spots from a clockworks level, but with still holding the feature to place breakable blocks to generate obstacles and increase enjoyment, as well as a feature to set mobs on multiple locations.
The mission/level needs to be tested first(without a gun, due to some obstacles requiring pots,) before they become available to the public. It will be possible to test it solo, with your friends or three spiral knight bots.

The missions would be able to be set single or inside a collection.
The missions will be available in a special "Custom" tab next to the current four tabs. The custom tab would first off show your current downloaded list of missions, a recommended download-able mission and a link to the list of missions which are able to be downloaded. Steam users would be able to download the missions through the Steam Workshop as well. You will be able to rate the missions as well. With either thumbs up/down or a 5 or 10 star rating.

I know this idea is big and difficult to add. But then again, it's just an idea and I thought I'd mention it.

Um...so players get items without needing to spend CE, the main source of income for OOO?

Also at least publishing each level for download should cost you something. It's an evil way to stop spamming of garbage levels.

Customizing levels is possible, considering a map is made of tiles, and on each tile a specific type of tile can something be placed. Basically a map editor is completely possible.

Consider this :

Tiles
Normal ground tile : Tiles suited for the stratum
Trap tile : Tiles that have traps (elemental or piercing (there isn't a shadow trap O.o)), each trap can have a timer system
Respawn tile : Tiles that can respawn objects, monsters or stuff (each with a timer)
Elevator tile : Elevators !~ Starting and ending elevators must be placed in all maps.

Objects
Decor objects : Stuff like mailboxes and fire hydrants, drops crowns, hearts etc.
Usable objects : Pots, Oil pots, Fire pots Note: I noticed you can create puzzles or etc. with ghost blocks, and use pots to solve them and etc.)
Boxes : Unbreakable, breakable, ghost, crystals, treasure, heart
Switches and Gates : Connections (connecting which switch activates which gates and etc.) must be made carefully

Monsters
This is where it gets tricky. Monster spawn locations should be alright, but each wave can be "layered" in such a way that some "layers" can occur at the same time, or "layers" occuring one at a time (where another wave of monsters appear when the previous one is defeated)

Event planning wise, some actions can cause the spawning of some monsters. So, for example, you can allocate some tiles to trigger a wave of monsters. Or allocate a switch to trigger a wave.

Overall a map editor can be made, but to be sure it can be done, the map creator must be able to finish the map himself (to make sure it is not too tough) and a Game moderator can approve it?

See, here's the problem:
-anyone can "cheat" in maps.
-GM approval would be slow if everyone starts submiting their creations.
-rating systems can be faked with alts/friends

Making it purely free and unmoderated is the easiest option.
The other option is adding high costs, to discourage trolls.

Yes to costs, I would go for 5k to 10k for creating a map.

But there is a way to fix this. I am suggesting a refund system, somewhat similar to that of the auction house. If the map receives popularity and good ranking (let's say a 3.5 star average and at least 50 voters), the map maker can receive 50% of the cost back. If the map receives GM approval, the map maker can even receive a prize.

Sorry I put it wrong. The maker gets the weapon based on his own rank. The further he goes, then it starts to depend on the players playing his item.
Dying still costs CE and the players wont be able to grind if the elevator would start to cost more the more you play through the same level. (although it starts free)
And 90 times is indeed way too less times.

Own levels should be restricted to a minimum of time.
Also levels should be account-wide. So alt-farming wouldn't work.
Perhaps it'd work to cut progress for this achievement in half in-case a player's guild plays through.
The players wont be able to grind if the elevator starts to cost more the more you play through the same level.

Rating should go by most ratings and best ratings together. With tons of levels, the level could possibly not be the most popular one within an instant.

Publishing maps should indeed cost crowns. I don't think the refund system is necessary. GM approval only brings too much work.

-Rewards for creating a successful level should be cosmetic. Maybe something like this.
-Publishing should cost 20,000CR or $10, no refunds. If there were refunds, no one would care, and they would spam in [withheld] maps because they knew that they would get their money back when they all got rejected. Unless you meant the other way where you get a refund if the maps are approved. I agree with the OP on this, GM approval is worth at least the cost of making the level. The $10 is so you don't have to be a rich knight to put in maps.
-The missions should be shown in two places: Prestige missions and The Arcade. One map a day/week would be featured in the prestige maps section, chosen by the GM's(or devs if they see one they really like). All the other approved maps should be added to the Clockworks' random level selection generator thingy.
-Players should not be able to rate other's maps. If they are, it should only be "like" and no "dislike". That way, there is no way for someone to get all their friends to hate on someone.

Actually, when you notice it, clockwork tunnels and some other levels(wolver dens, devilish drudgery,whatever) are actually composed of several level "segments". These segments are linked together at suitable points, providing for endless combinations of varying length. A map maker would probably work like attaching segments together, adding decorations and obstacles, setting spawnpoints and things.

I agree with using the star system for ratings.

some levels?

I think it's all levels, except the ones that are the same every time like Scarlet Fortress and most missions.
