I would totally play a water level. So much fun possibilities with water - freezing water, electrifying the water, drowning in water... man oh man, I would totally buy a water expansion mission if it was done right. Day 1.

Is it weird that when I thought about underwater levels, I didn't first think about a giant fish boss?

Also, I'm not supporting the idea of SUBMERGED water levels, especially with the backfire at anybody who uses shock weapons. It just says "screw you" to anybody who uses a Storm Driver, uses a CTR.VH Voltedge, uses a Electron Vortex, Et Cetera.
Water conducts electricity, I know that.
Something similar to the Great Bay Temple from The Legend of Zelda: Majora's Mask, but less going into water, might work.

I like the risk/reward mechanic of it personally. As shock exists currently, it has a chance of damaging friend or foe nearby. Underwater, you could simply increase the range of that effect, making it more effective from a distance but increasing the potential for backfire in close-quarters.
It would probably be a bigger FU to fire-users though if fire didn't work underwater. Still, if fully underwater levels were limited to a boss strata or expansion mission, I wouldn't mind these gimmicks, since we already have to deal with stuff like quicksilvers, oilers, and toxoil who cause status effects to backfire on them.
.. You know, now that I think of it, it's moving into post-vanguard. Dangerous stuff is bound to happen. I can agree with you, I just don't want to 100% nullify purpose.
Partially submerged areas, with small things in the water area floors that create bubbles. Typically have 4 of these.
In the water..

Quick silver in water will be infine loop: Electrified quick silver will go in water and electrify water and then the water will electrify quick silver...
