Huh. Skolver coat with divine valks by itself could probably go for 30kce+, (shock med is useless), tack on just a bit for the crest, so I'd say because you are interested in buying it, a good starting offer would be 27-28kce, but consider carefully before spending more than 35kce on this. Gl!
