I feel this would be a beneficial addition for both OOO and players.
Players:
The attack style of the Rocket Hammers from Operation Crimson Hammer DLC rewards is similar to how Gremlin Thwackers and Seerus himself attacks.
The Thwack hammer is the hammer that Gremlin Thwackers use. The rocket hammer obviously has some propulsion to it, perhaps warranting the combo style more than a measly 1* normal damage weapon. However, this should be changed to make the weapon more true to its intended nature.
Another positive effect of this would be giving players a teaser at what you get with the Warmaster Rocket Hammer, letting them test-run the feel of the weapon and how you can play with it. This is similar to how a Vanguard Player might craft a 2* Spur or Striker to test out how the combo works for fun, before investing their time and money into a T3 weapon.
There would be no negative gameplay balance effects from this change, because T1 is pretty straightforward.
Three Rings:
By letting the players have a taste of what the Rocket Hammer feels like, players would be more likely to invest some cash they might not otherwise have and buy the DLC. Melee weapons are the most commonly used weapon, and thus this would effect the highest percentage of the playerbase.
The Seerus masks and bombs are also obviously good investments, and if the player did not feel any increased gain from a Rocket Hammer test run to their play-style, the other potential rewards are still incentive enough.
