Requesting Art, anime-style

^Draw that girl in a Grey Feather set, with some of her hair hanging in front of the hood. She dual-wields pure-white ethereal swords, kind of like Ganondorf's sword, held out to the side kind of like this, but advancing on the camera like this.
I'll pay anywhere between 1kce and 7.5kce for a good piece.
Any takers?

How well do you think you can draw it in much the same style as the main reference picture? The character should look human, not like a Spiral Knight.

This is a little more actiony than what you requested, but this is my interpretation. I don't have access to my tablet atm so it's just a pencil sketch.

I really don't like how she looks. She seems too short and fat, and her hair is too big.
Try tracing a hood over the reference pic and replacing the dress details with Grey Feather details, and run from there.

Anime style? I suppose I could do something similar, Although I'm not sure I can promise it will be finished until the end of the week.
I will not charge for it, But I cannot reassure that it will fit your tastes or quality, Seeing as my forte is pencil and paper, I'll be going outside of my comfort zone.
I need a bit more description, How should I set the theme? Do you want a specific emotion displayed? Do you want a specific background?

I want her to look human. PC is white. Theme is...well, I dunno. She's in enemy territory. Neutral/serene expression.

This is going to take MUCH longer than I thought. 2-3 days, maybe. It's most likely due to my lack of favor of PC Art.

That's...half-decent, actually. The cloak doesn't seem long enough, though.

Oh...that'll be a problem. The reference pics are kind of important.
She should be looking at the screen.
The swords are pointing down.
The pants should be a bit tighter and tucked into boots.
The cloak should be a tad longer.
Her proportions are better, but still not quite ideal. She needs to be a bit taller and leaner.
It's looking better overall, though. :)

Tucked in? That's not how the Grey Owlite cloak is designed though

Not really. I mean, you got the pose right and all, but I didn't mean her to appear imposing. Augh, I have a very specific image of her in my mind, and nobody seems to get it.
Imagine the character being almost utterly defeated, and now making a comeback for a last stand. In that respect, Lizzi's is closer to the look and feel I'm aiming for.

Make the swords parallel with her arms, and it'll be just about perfect. :D

Yup. Standard policy for me is half payment up front and half after I'm done. Would 3500 total be an agreeable price for you? It'll include a nice background and humans are significantly harder for me to draw :{D

What I envisioned as a background would be a graveyard or something dark? And in the foreground, fog parts to reveal her with her sword in her hand (it's what I indicated with the little clouds close to the ground).

Ooh, that sounds appealing. Though, the graveyard setting doesn't quite seem appropriate to the character (but from an artistic perspective, it certainly fits).

He/she's so much better at art than me... But maybe I can try and do something? I dunno, I'm bored and I've got artist's block (is that even a thing?)

So instead of doing what I normally do with outlining and coloring, I've decided to take a more painterly route with this drawing. So it'll end up more like a lineless painting rather than a lined chibi.
For now, here's a WIP of the dark forest background. This will sorta define the mood of the whole piece, so tell me if you want me to make any changes.

Remember, Gwen's swords are ghostly white. I know the reference pic showed blue swords, so I wanted to make sure you knew. ;)

WIP for Thin.... and a 100% zoom closeup ...how do I even hair

There's a lot of different approaches...
You could layer thin strands of hair on top of one another using different sized brushes.
Using a combination of both thick and thin would work.
Making the hair a solid shape and then adding depth and texture would work.
And highlight is a must for hair.
For Gwen's image, I suggest allowing the hair strands to float and whip around, or at least make a sort of frame for her face without making straight bangs. Also, covering the eyebrows will remove any expression you gave her using the eyebrows, so try not to have too many bangs that go beneath the forehead or lower the face. Alternatively, you could add a few bangs that go in between the eyebrows.

In the method of the link, the eyebrows are re-drawn ABOVE the layer of bangs, making them still visible. Realistic eyebrows are not recommended for that approach, as strands of eyebrow will be lost or conflicting with strands of individual bangs or hair.
Subjectively (mark my words, I am nowhere near a good artist, but I just analyze a lot of things for compensation), I liked your rough draft version better. If you had increased contrast and removed all saturation of color, you'd have a very good black-and-white fill-in-the-blank sort of template to work with. It shows expressions more easily and anime-like than your current draft, and it doesn't look like it's trying too hard for a blend of realism with the anime-style Thin wanted.

Like Vinny said, it helps to not think about hair as individual strands but as a blob of hair, and adding strands after, to make them flow more
Think of the hair as one chunk and add lines flowing down before adding the hood to make the little... side... pouring-out-y-things of hair more organic :D
Even then, strands shouldn't be rendered, but rather textured in
Also, white hair is really just light-grey (or any variation of light colors) hair with white highlights :D

Her expression seems to look clueless, and her hood is too thick IMO. Maybe aim for a more...seductive or "bad girl" expression. And I'm less concerned about the accuracy of the armor as I am about the way it complements the character, so I won't be bothered if you thin out the hood until it no longer looks like Grey Feather.
A couple strands in front of her face wouldn't look too out of place, either...
I really liked the sketch. The sketch is awesome. There isn't anything in the V6 sketch I would change except giving it some color.
I have some samples on my commission thread and my Deviantart account. I charge 1750CE per character, and a little more for a background depending on how complex it is.
If you're interested, I can produce a couple of sketches and then you can choose the one you like.
