I think Nitro bombers are way more impressive, although perhaps not as effective. Still, there's no way you can just walk through a Nitro without being harmed or knocked back (unless you're a guardian).

The Radiant Silvermail+Vog Cub Cap combo is respectable, but I would not call it better than Divine Veil+Skolver Coat. The matter was discussed a while ago in this very thread. Here's a link to the post that began said discussion. Don't forget the post on top of this page, either.
As for Levi vs CIV, there are a few things you need to consider.
If you're primarily a swordsman, I do NOT recommend Cold Iron Vanquisher. When you start getting more damage bonuses through gear later in the game, CIV will be obsoleted. Additionally, you'll want Levi's extra damage when using the charge vs Trojans and turrets, which you find in FSC. No matter, there's more to SK than FSC. For your own sanity's sake, I suggest you play The Arcade and other missions.
No matter, getting Levi or CIV in the first place might not be the best idea. If you're looking for the plain most powerful swords in the game, consider getting Combuster and Acheron. I suggest you hop over to this guide by Bopp for comparisons.

Divine Veil+Skolver Coat will give you as much protection against Constructs as Radiant Silvermail+Vog Cub Coat. The former will (in my opinion) grant you better resistances, though. Most notably, Shock resistance.

Indeed! There are a few reasons that the Skolver+Divine Veil combination is considered the best of the three.
Divine Veil has three resistances while maintaining a damage bonus and the same defences, which makes it objectively better if all resistances, defences, and abilities were considered equal. This is not the case, though.
